中美战略稳定关系已经超越经典战略稳定性,向着复合战略稳定关系的方向演化。建构中美复合战略稳定关系是稳定两国关系的客观需要。彼此战略竞争加剧给中美之间非均势核威慑基础上的战略稳定性带来负面影响。在美国提高核力量于国家安全战略中的地位、将核武器重新作为霸权工具的背景下,中美战略稳定性面临挑战。特朗普政府对中国挑起贸易争端,经贸关系在中美关系中的“稳定器”和“压舱石”作用减弱,建构中美复合战略稳定关系的必要性凸显。中美之间经济深度相互依存,在维护国际体系稳定方面具有共同利益,这为建构中美复合战略稳定关系奠定了坚实的基础。中美复合战略稳定关系框架包括建立在非均势核威慑基础上的战略稳定性、双方经济的深度相互依存、战略互信、双方对话交流与合作机制等四根支柱,其中以非均势核威慑基础上的战略稳定性为核心支柱。虽然中美战略互信存在短板,但随着中国战略核力量的进步、中美经济相互依存的继续维持和双方对话交流与合作机制的成熟和完善,中美复合战略稳定关系将不断巩固。 相似文献

ABSTRACT Procedural justice theory plays a central role in understanding police–citizen relationships. To test the universality of procedural justice theory, researchers have tended to assess the relative impacts of normative and instrumental models of policing in different geopolitical contexts. Building on Reisig and Lloyd’s study in Jamaica, we test in the current study the relative impacts of procedural justice (a normative factor) and police effectiveness and risk of sanctioning (instrumental factors) on Jamaicans’ obligation to obey the police and willingness to cooperate with police. We found that procedural justice predicted both obligation to obey and cooperation, although obligation did not predict cooperation. And while effectiveness predicted obligation, it was not significantly related to cooperation. Lastly, older citizens were more willing to cooperate with police. The study’s implications for policy and future research are discussed. 相似文献

Crime victim–police interface and registration of crime are the early and fundamental interactions in the criminal justice system. The process of lodging a complaint is marked by the pain of victimization, sharing of information, and expectation of quick remedial action from the police. The nature and quality of experience of the victim and outcomes impact the level of satisfaction with services of police. Through a survey of victims of property crimes, in different areas of a state in India, the author examines the impact of procedural justice and outcomes on victim satisfaction. The study illuminates the outcome oriented expectations of the victim, and the unique dynamics of victim–police interaction, which strains the legal ethical framework of the criminal justice system. 相似文献

In jurisdictions across the country, sexual assault kits (SAKs) have not been consistently submitted for testing and many cities are now submitting large quantities of SAKs for forensic DNA testing. As a result, some survivors will be asked to re-engage with the criminal justice system, a process that may raise complex issues for victims who were adolescents at the time of their assaults. The authors examine the experiences of 15 adolescent victims whose SAKs were not tested, and their decision-making pathways regarding reengagement with the criminal justice system years after the initial investigation. Findings reveal that characteristics of the initial assault, victim-blaming experiences, and the social support appear to be related to the decision to re-engage with law enforcement years after the initial assault.
